Jim is a 24 year veteran of the Philadelphia Police force, where he served as Lieutenant Commander of the Bomb Disposal Unit. He was a critical player in planning for major events such as the Major League Baseball World Series, All Star games, Presidential and other dignitary visits, and the Democratic and Republican National Conventions. Mr. McGinty was a fact finder in the first World Trade Center Bombing, Flight 800 tragedy and an investigator assigned to the Oklahoma City Bombing. Jim was assigned to the Oversight Committee for the Columbine High School Investigation and most recently to a National Team for Counter Terrorist Training Strategies.
As a member of the National Team for Counter Terrorism strategies, Jim maintains security clearance levels relevant to National Security.
Jim has served on National panels that studied the challenges facing Corporate America in this Post 911-era. He lectures across the country to private and public sector industry professionals on the subject of Critical Incident and Bomb Threat Management.
Mr. McGinty is a graduate of Northwestern University School of Police, Staff and Command and The Pennsylvania State University’s Police Management School. He is a former member of the International Society of Explosive Engineers, the American Society of Industrial Security, the International Association of Bomb Technicians, and Investigators. A lifetime member of the National Tactical Officer Association, where he served as the explosive Section Chairperson.
Jim is also a graduate of the FBI School Redstone Arsenal as a Certified Hazardous Device Technician.
Recognized as a leader in the country’s Safe School Initiative for Critical Response; he has over 500 different school administrators participating in his seminars. He has assisted schools and corporations to format their “Active Shooter” response plans to address potential campus situations.

This course is designed to identify the best practices used in Public Safety today that will help strategize the Response, Mitigation and Recovery of these situations.
